Recycled Water Facilities Design and ESDC Support Services
The City of Morro Bay (City) is requesting technical and cost proposals from qualified firms, consultants, or individuals for design services for recycled water injection well equipping, water conveyance pipelines, non-potable reuse connections, recycled water fill station and associated Engineering Services During Construction (ESDC) for the Recycled Water Facilities component of its Water Reclamation Facility Program (WRF Program). Additionally, the City is requesting proposals for design services for a new potable water extraction well and conveyance pipelines to connect to the existing distribution system.
No proposer (Consultant) shall discriminate in employment practices on the basis of race, color, national origin, ancestry, disability, gender, or religion. No qualified handicapped person shall, on the basis of handicap, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination in any matter leading to the award of contract.
The Consultant shall be responsible for preparing an effective, clear, and concise proposal. The City is requesting three (3) hard copies and (1) electronic copy in PDF format on a flash drive.
All proposals must be received before 4:00 pm PDT on Thursday, April 18th, 2024 at address below.

Proposals received after the date and time specified will not be considered. Each proposal must be submitted to the City Clerk's Office in a sealed envelope plainly marked with the proposal title and bidder name. Also, the not-to-exceed project budget and fee proposal must be submitted in a separate sealed envelope labeled “Cost Proposal” and as a separate electronic document on a flash drive as a companion document to the proposal.
There is no expressed or implied obligation for the City to reimburse the responding firms for any expenses incurred in preparing proposals in response to this request. The City reserves the right to reject any or all proposals submitted, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted, and to award the contract according to the proposal which best serves the interests of the City. All proposals will be compared on the basis of the Consultant’s demonstrated understanding of the scope of work to be performed, methods and procedures to be used, management, personnel and experience, and consultation and coordination with the City. Proposals are not publicly opened (disclosed).
Any changes, additions, or deletions to this Request for Proposal will be in the form of written addenda issued by the City. Addenda will be posted on the City’s website (
https://www.morrobayca.gov/bids.aspx
) where the RFP is posted. Prospective proposers must check the website or register for notification for addenda or other relevant new information during the response period. The City is not responsible for the failure of any prospective proposer to receive such addenda. All addenda so issued shall become a part of this Request for Proposal.
