Pursuant to Assembly Bill No. 2275, Siskiyou County Health and Human Services, Behavioral Health Division is seeking a hearings officer to conduct certification review hearings for persons detained on 72-hour 5150 holds in local Siskiyou County Emergency Departments (EDs) in circumstances where an appropriate placement is not located within the initial 72-hours of the hold.

Services the awarded Proposer will be expected to provide, include but are not limited to:

Conduct certification review hearings for Behavioral Health clients detained on 5150 holds in local EDs. Historically, Siskiyou County has had approximately 10 clients annually meeting the

critiera for services under this RFP.

The certification review hearing officer shall be either a state qualified administrative law hearing officer, a medical doctor, a licensed psychologist, a registered nurse, a lawyer, a certified law student, a licensed clinical social worker, or a licensed marriage and family therapist. Licensed psychologists, licensed clinical social workers, licensed marriage and family therapists, and registered nurses who serve as certification review hearing officers shall have a minimum of five years' experience in mental health.

Proposers should feel free to include any other services not specified they deem necessary to achieve the goals of this RFP.

Proposals must be submitted by way of mail, hand delivery, and/or electronic means, as described below:

• Hand Delivery: Hard copy proposals submitted by hand delivery must be received at Siskiyou County Behaivoral Health Division, 2060 Campus Drive, Yreka, CA 96097 on or before 02/28/2023 at 5:00pm (ATTN: Sarah Collard, Ph.D., Director) Please note “RFP # [BHS 23-01]” on front of envelope.
• Mailing: Hard copy proposals by way of mail must be mailed to Siskiyou County Behavioral Health Division, 2060 Campus Drive, Yreka, CA 96097 and postmarked by 02/28/2023 at 5:00pm. Please note “RFP # [BHS 23-01]” on front of envelope.
• Electronic Copy Submittal: Submit an electronic copy of the proposal via email. Electronic copies shall be emailed to Sarah Collard, Ph.D., Director at scollard@co.siskiyou.ca.us and must be received by 02/28/2023 at 5:00pm. Please include “RFP # [BHS 23-01]” in subject line.

Proposers shall provide One (1) original copy with signature and Three (3) exact copies of the original by hand or mail delivery, as instructed above.

Proposers submitting proposals electronically will only be required to send one signed copy.
