Description/Background:
The City of Chino Hills is requesting a statement of qualifications from qualified Energy Services Companies (ESCOs) or other qualified firms to provide full turnkey, finance, design, construction operation, and maintenance services for the implementation of energy efficiency and renewable generation Design and Construction Services.
Scope of Services:
The City is seeking to partner with an entity that has demonstrated experience and capabilities to provide holistic, turnkey energy and water savings projects, renewable generation and energy storage projects, and ability to arrange for and/or self-finance projects. The City will require a performance guarantee.

Qualifications:

Minimum Requirements:
All firms must meet the following minimum requirements to participate in the City’s RFP process:
• Accredited by the National Association of Energy Services Companies (NAESCO) and is included on the U.S. Department of Energy’s (DOE) Qualified List of Energy Service Companies
• Active General Contractor’s license in the state of California for a minimum of three (3 years)
• Has a minimum bonding capacity of $10 Million
• California-based full-service support office with designers, energy engineers, project managers, project finance managers, and construction managers with 50 miles of the City
• Successfully implemented at least five (5) energy performance contracts for public sector clients in the last 5 years
• No pending or recent litigation in the past (36) months associated with the savings performance and/or measurement verification (M&V) of a guaranteed energy savings project in California

Proposer must be willing to enter into an agreement with the City of Chino Hills. A copy of the agreement accompanies the full RFQ. Any exceptions to the standard agreement must be included with the proposal.
