Description / Background:

The City of Chino Hills (“City”) is requesting proposals from interested and qualified vendors for the purchase of a Code Enforcement application and implementation services. The purpose of this Request for Proposal is to solicit proposals from qualified vendors for a Code Enforcement system for use by City staff for case creation, case management, data analytics and reporting.


The Code Enforcement division is responsible for maintaining and improving the general appearance, safety, and property values of the City. In an on-going effort to maintain the quality of life in the City, Code Enforcement Officers respond to citizen's complaints regarding observed and alleged violations of the Municipal Code. The Code Enforcement division is currently using CivicPlus for Code Enforcement complaint submissions and case histories.

Special Requirements:
The submittal package shall include the following: three (3) bound copies and one (1) electronic copy (flash drive is preferred method, emails not accepted) of the proposal; one (1) original and four (4) copies of the cost proposal in a separate sealed envelope clearly marked “Sealed Cost Proposal”; and a signed W-9.
Miscellaneous:
Proposer must be willing to enter into an agreement with the City of Chino Hills. A copy of the agreement accompanies the full RFP. Any exceptions to the standard agreement must be included with the proposal.
