Project Description

The objective of the project is to improve existing San Joaquin Pipeline (SJPL) System so that it will allow safe personnel entry into segments of pipelines without a system shutdown. This contract is for the improvements of Phase 2 which focuses on the crossover valves between SJPL #1 and SJPL #2 and the inline valves on SJPL #1 in the crossover vaults. The scope of work will include 1) uprate 60-inch butterfly valves on SJPL#1 in the crossover vaults at Pelican, Emery and Roselle with City Furnished 60-inch butterfly valves; 2) Replace SJPL #1/SJPL #2 related crossover butterfly valves with City Furnished double knife gate valves in Pelican, Roselle and Emery Crossover Vaults. 3) Associated Structural, electrical and I&C work. The work is to be performed in Stanislaus County, California.

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 8.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs and SFPUC Micro & Small-LBEs. The requirement is less than 20% because most of the work is specialized installation of large diameter valves and appurtenances. In addition, constraints such as the location of the work sites (spread across San Joaquin Valley from Vernalis to Oakdale) and the construction timeframe (limited to 60-100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the contract. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://sfpuc.org/construction-contracts/contract-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information.

A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
