The objective of the project is to rehabilitate brick sewers and laterals on 18th, 17th, Guerrero, Folsom Street, and South Van Ness Avenue. The work is to be performed in San Francisco, California.

Bid discounts may be applied in accordance with San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 1. The Pilot Neighborhood/Zip Code Local Business Enterprise (LBE) Program applies to this project. And for this project, the Supervisorial Districts 6, 8, and 9 and ZIP codes 94110 and 94114 will be used to apply the applicable bid discounts, if any. The LBE subcontracting requirement is 6.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). The LBE sub requirement is below 20%, as the project involves a large amount of specialty work in the form of cured in-place liner (CIPL) that only contractors with specific qualifying experiences can perform for this project. The main purpose of the project is to rehabilitate 3,890 LF of sewer mains along Castro, 17th Street, 18th Street, Guerrero Street, and South Van Ness, Folsom Street, and various other locations in the Mission and Castro Districts using CIPL as the main method of rehabilitation. The existing sewer lines are constructed of 3’x5’ brick sewers. The CIPL rehabilitation method is a great option for areas where digging/trenching would be disruptive and impractical. The liner is inserted and cured using water, and forms a replacement pipe. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.

A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
