Project Description

The objective of the project is to increase reliability, redundancy and capacity of the electrical system at Southeast Water Pollution Control Plant (SEP) by upgrading the existing primary Hunters Point switchyard feed from 9 MW to 12 MW and obtaining a new 12 MW feed from the existing Potrero switchyard to provide redundancy for SEP facilities. In addition, eleven aging substations will be replaced and new power monitoring and protection system will be installed for additional reliability and efficiency. The work is to be performed in San Francisco, California. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid.

Interested Bidders are encouraged to attend a pre-bid and contractor networking conference to be held at 750 Phelps Street, San Francisco, Southeast Water Pollution Control Plant, at 10:00 A.M., on March 4, 2020. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. A site inspection will be held after the pre-bid conference.

A Class “GENERAL ENGINEERING CONTRACTING (“A”)” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.

There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 8.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 8.00% LBE Subcontracting Participation Requirement. The 8.00% LBE subcontracting participation requirement was established in consideration of the project involving medium-voltage (12 kilo-volt) electrical equipment for power distribution at SEP, a large industrial facilities. Installation, testing, and commissioning of the medium voltage system will require workers with specialized working knowledge and skill level, certified for medium voltage work. Please contact Linda Rainaldi at (415) 554-3106 for further information. Subcontracting opportunities may include, but not limited, to the following major types of work: concrete, structural steel, plumbing, micro-piling and electrical. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.
