The San Francisco Public Utilities Commission (“SFPUC”), a department of the City and County of San Francisco (the "City"), seeks to retain the services of a Contractor to provide HVAC Maintenance, Repair, and Tenant Improvement Services for the Water Supply and Treatment Division (“WSTD”) at work locations will be throughout the counties and cities of San Francisco, San Mateo, San Bruno, Redwood City, Sunol, Tracy and other SFPUC/City owned Lands and Rights of Way. The work will be performed on an “if-and-as-needed” basis in accordance with San Francisco Administrative Code (“Administrative Code”) Section 6.64(a).

SFPUC encourages interested Bidders to attend an on-line pre-bid conference on December 12, 2023, at 10:00AM. A site inspection will be held at Harry Tracy Water Treatment Plant, 2901 Crystal Springs Rd, San Bruno, CA 94066 on December 12, 2023, at 1:00PM.

Bidders must pass the City’s Safety Prequalification prior to SFPUC prior to contract award. SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://sfpuc.org/construction-contracts/contract-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Paragraph 2.01 below and the website listed above for additional information.

SFPUC requires Bidders to hold an active Class “A”, Class “B”, or “C-20” California Contractors License to be eligible to Bid. Furthermore, Contractor and/or each listed subcontractor must possess appropriate active licenses and qualifications for the work Contractor and/or each subcontractor will be performing. Refer to Appendix A: Scope of Services, “CONTRACTOR’S QUALIFICATIONS” for details.

Bid discounts may apply in accordance with Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirements have been waived for this contract. However, the SFPUC seeks to promote diversity within its contracting opportunities. Thus, the SFPUC strongly encourages bids from Bidders that optimize the use of S.F. Small and Micro-LBE certified subcontracting firms. The SFPUC also seeks to further optimize the use of contractor teams that reflect the diversity of the City and County of San Francisco. As such, the City recommends that Bidders consider the composition of their teams in terms of gender, age, ethnicity, and race, and to utilize teams that include a diverse mix of staff at all organizational levels. Bidders must comply with the terms and conditions set forth in this RFB (including without limitation Appendix 2: Equipment Maintenance and Construction Repair Services Agreement, including the attached Appendix A, Appendix B, and Appendix C, taking no exceptions that materially alter scope or affect cost or risk. During the RFB process, prospective Bidders will have the opportunity to submit questions and request clarifications from the City prior to submitting a bid. We encourage prospective Bidders to take advantage of the opportunity to submit questions and request clarifications to help minimize the possibility of submitting a non-responsive Bid.
