Notice of Request for Proposal (RFP)

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for Water Rate and Revenue Study 2024 and will receive proposals in the office of the:

UP TO 3:00 P.M., WEDNESDAY, SEPTEMBER 27, 2023

  1. The services to be performed by the successful proposer are described in the Request for Proposals. Additional copies of the RFP are available from the CITY website: www.cityoftracy.org The purpose of the study is to establish a rate revenue needed to ensure ongoing and future fiscal requirements of the utility and make recommendations for the city’s rate and revenue collection methodology. The study will analyze a 20-year period with a five-year Proposition 218 rate adjustment schedule implementation.

  2. Any changes to the RFP will be posted on the CITY website in the form of an addendum. Proposers shall periodically check CITY website at www.cityoftracy.org for any addenda issued for this request and acknowledge the inclusion in proposal documents.

  3. Proposals shall be submitted and clearly marked as follows: “SEALED PROPOSAL FOR WATER RATE AND REVENUE STUDY 2024” - DO NOT OPEN WITH REGULAR MAIL.” One original and one electronic copy of the proposal shall be provided in a sealed envelope.

  4. All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the RFP.

  5. The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal, this RFP, or the proposal process.
