REQUEST FOR PROPOSALS

for

PROFESSIONAL SERVICES RELATED TO NPDES AND WDR PERMITS REPORTING COMPLIANCE

FOR CITY OF TRACY WASTEWATER TREATMENT PLANT

1. NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests sealed proposals for “PROFESSIONAL SERVICES RELATED TO NPDES AND WDR PERMITS REPORTING COMPLIANCE FOR CITY OF TRACY WASTEWATER TREATMENT PLANT”, and will receive sealed proposals up to 3 P.M. on Wednesday, July 19, 2023, in the office of:

   520 S. TRACY BLVD, TRACY, CALIFORNIA, 95376

2. The services to be performed by the successful proposer are described in this Request for Proposals (RFP). The City operates a wastewater treatment plant at 3900 Holly Drive, Tracy, under the National Pollutant Discharge Elimination System (NPDES) CA0079154 Order R5-2022-0073, and under Waste Discharge Requirements for City of Tracy and Leprino Foods Company Order No. R5-2007-0038.Various technical reports and studies are required to be submitted to both the Central Valley Water Board and the State Water Resources Control Board throughout the permitted terms. The City desires to contract with engineering firms licensed and experienced with the type of work described in the Scope of Work. Any questions should be emailed to Aloke Vaid, Wastewater Operations Superintendent, at aloke.vaid@cityoftracy.org , no later than 3 p.m. on Thursday July 13, 2023.

3. Any changes to the RFP will be posted on the City’s website in the form of addendum. Proposers shall periodically check City’s website at RFP Notices | City of Tracy, CA for any addenda issued for this request and acknowledge the inclusion in proposal documents.

   FIVE COPIES OF THE PROPOSAL SHALL BE PROVIDED IN A SEALED ENVELOPE. Proposals shall be clearly marked as follows: “PROFESSIONAL SERVICES RELATED TO NPDES AND WDR PERMITS REPORTING COMPLIANCE FOR CITY OF TRACY WASTEWATER TREATMENT PLANT – DO NOT OPEN WITH REGULAR MAIL”

4. All responsive proposal packages shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the RFP.

5. The CITY reserves the right to award the proposal to a proposer other than the low proposer if it is deemed to be in the best interest of the City. The City also reserves the right to reduce the scope of work at any time and to reject any and all proposals or waive any irregularities in any proposal process.
