REQUEST FOR PROPOSALS (RFP) TEMPORARY EMERGENCY HOUSING FACILITY OPERATOR

NOTICE OF REQUEST FOR PROPOSALS

1. NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for the TEMPORARY EMERGENCY HOUSING FACILITY OPERATOR (hereinafter “Project”) and will receive sealed proposals up to the hour of 3:00 p.m., on the 14 th day of August 2023 in the office of:

2. The services to be performed by the successful proposer are described in the Request for Proposals (RFP). The general scope of services includes consultant providing nonfaith-based, shelter services, including case management, day programming, meals, transportation and laundry services to individuals experiencing or at risk of homelessness for 48 adults and up to 86 adults throughout the term of the agreement for a term of 1 year, as specified below, at the shelter site located at 370 Arbor Avenue, Tracy, CA, 95304. If the City determines that the Applicant has satisfactorily performed all requirements in this agreement, and per recommendation from Director of Mobility & Housing to the City Manager, the City Manager may extend the Agreement for an additional one (1) year in any combination not to exceed a total agreement length of two (2) years. Consultant will be responsible to oversee daily shelter operations of the shelter facility. In addition, Consultant will coordinate a range of on-site programs and services for residents in partnership with local and regional service providers. Consultant will be responsible for operation of the shelter throughout the duration of the Agreement. All work shall be performed in accordance with applicable codes, standards, and regulations. Any questions should be emailed to Virginia Carney, Homeless Services Manager, at Virginia.Carney@cityoftracy.org no later than 5 p.m. on Monday July 31, 2023.

3. Proposals shall be submitted and clearly marked as follows: “SEALED PROPOSAL FOR TEMPORARY EMERGENCY HOUSING FACILITY OPERATOR – DO NOT OPEN WITH REGULAR MAIL.”

4. All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the Request For Proposals.

5. The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal process.
