The City of Tracy’s annual Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) application period for projects beginning July 1, 2023 is now open.

The funds, granted through the U.S. Department of Housing and Urban Development (HUD), target programs and/or projects that primarily benefit people with low and moderate incomes by providing decent housing, a suitable living environment and expanding economic opportunities.

The City of Tracy’s estimated CDBG allocation for FY 2023-2024 is approximately $495,584. Funding for public service activities is capped at 15% of the City’s annual allocation. Funding for the HOME program is estimated to be $180,173.

All programs and projects must meet HUD's National objectives and criteria to be eligible for consideration. Further, the Tracy City Council approved the following local funding priorities for the CDBG and HOME program in ranking order for each funding program category:

CDBG Public Services Category:

  1. Food Distribution Services
  2. Homelessness Prevention, Intervention and Transitional Housing Services
  3. Senior and Special Needs Services
  4. Domestic Violence Services
  5. Youth Education and Enrichment Services

CDBG Public Facilities/Improvements Category:

  1. Public Parks and Facilities
  2. Removal of Architectural Barriers (ADA)

HOME Program:

  1. Address issues of public safety, health, and welfare
  2. Rehabilitate residential properties occupied by low-income persons
  3. Partner to construct income-restricted family and senior housing facilities

New application procedures require all applicants to complete and submit applications online through the City’s new eCivis Grant Management Program . A link to the grant portal, which provides applicants an overview of the program, eligibility requirements, financial information, such as minimum and maximum grant awards, and program management contact information can be found on the City’s Economic Development website .

A pre-application informational meeting will be held at City Hall on Wednesday, January 18, 2023, at 6:00 p.m. to help guide applicants through the process and answer questions. Online applications are due by 5 p.m. on Monday, January 30, 2023. Mailed applications or applications delivered to City Hall will not be considered.
