CITY OF TRACY

REQUEST FOR PROPOSALS

for PERMIT RENEWAL: WASTE DISCHARGE REQUIREMENTS FOR LAND-BASED

TREATMENT FACILITIES.

  1. NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests sealed proposals FOR Permit Renewal: Waste Discharge Requirements for land-based treatment facilities), and will receive sealed Proposals up to 3 P.M. on Wednesday, July 26, 2023, in the office of:

  2. The services to be performed by the successful Proposer are described in this Request for Proposals (RFP). Additional copies of the RFP are available from the city website: RFP Notices/City of Tracy, CA . The City desires to renew its permit under Order Number R5-2007-0038 for Waste Discharge Requirements (WDR) for City of Tracy and Leprino Foods Company. WDR Order Number R5-2007-0038 regulates the land-based treatment facilities that include satellite holding ponds, emergency storage basin, biosolids drying beds and requires monitoring of potential impacts (if any) to the groundwater from these treatment facilities. This project consists of assisting the City of Tracy with completion of all necessary forms and documents required for inclusion in the WDR’s permit renewal package, and other tasks (exemplified in Scope of Services) pertaining to obtaining renewal of the permit.

  3. Any questions should be emailed to Aloke Vaid, Wastewater Operations Superintendent, at aloke.vaid@cityoftracy.org , no later than 3 p.m. on Thursday 13 th July, 2023.

  4. Any changes to the RFP will be posted on the City’s website in the form of addendum. Proposers shall periodically check City’s website at RFP Notices / City of Tracy, CA for any addenda issued for this request and acknowledge the inclusion in Proposal documents.

  5. Five copies of the Proposal shall be provided in the sealed envelope. Proposals shall be clearly marked as follows: “SEALED PROPOSAL FOR PERMIT RENEWAL: WASTE DISCHARGE REQUIREMENTS FOR LAND-BASED TREATMENT FACILITIES ” - DO NOT OPEN WITH REGULAR MAIL.”

  6. All responsive Proposals shall be reviewed and evaluated by the CITY in order to determine which proposal best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate Proposals are set forth in the RFP.

  7. The CITY reserves the right to award the Proposal to a Proposer other than the low proposer if it is deemed to be in the best interest of the City. The City also reserves the right to reduce the scope of work at any time and to reject any and all proposals or waive any irregularities in any RFP process.
