The City of Sanger (the City) is seeking proposals from qualified Consultants to conduct a comprehensive cost allocation study for all of the City’s fees. The purpose of the study is to ensure that the City is charging fees that reflect the full cost of providing services, and that the fees are fair and equitable to the fee payers. The study will also help the City comply with state and federal laws and regulations regarding cost recovery and fee setting.

The City is looking for a Consultant who can provide the following services:

Review the City’s current cost allocation methodology, staff funding allocations, and fee structure and identify any gaps, inconsistencies, or inaccuracies.

Develop a new cost allocation methodology that is consistent, transparent, and defensible, and that follows the best practices and standards in the industry.

Apply the new cost allocation methodology to each fee category and item in the master fee schedule and calculate the full cost of providing each service.

Compare the full cost of each service with the current fee charged and determine the cost recovery percentage for each fee.

Provide recommendations on how to adjust the fees to achieve the desired level of cost recovery, considering the legal, financial, and policy implications.

Review the City’s current development impact fee structure including geographical areas and identify any gaps, inconsistencies, or inaccuracies.

Prepare a full-cost allocation plan that allocates all direct and indirect costs between funds as appropriate.

Provide a user-friendly tool or template that can automatically calculate the fees based on the input data, such as salary, fringe benefits, overhead costs, etc.

Prepare a final report that documents the methodology, data sources, assumptions, calculations, findings, and recommendations of the study.

Present the final report to the City council and staff and address any questions or feedback.
