The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-24-02. The selected consulting firm will perform professional and technical engineering services for the Mariposa Road and Escalon-Bellota Specific Plan (PLAN).

The Plan will be used to identify recommended interim and ultimate improvements necessary to accommodate forecasted traffic volumes; right-of-way needs; timing for implementation of improvements; preliminary cost estimates for improvements; and will also consist of preparation of a program level California Environmental Quality Act environmental document. A Final Report will be prepared summarizing analysis, findings, and recommendations.

The Scope of Work includes: conducting a comprehensive review of the study area consisting of an evaluation of existing conditions, field survey, land use projections, traffic projections, traffic/circulation analysis, interim Project alternatives, ultimate roadway plan line, and environmental analysis. A Specific Road Plan and Final Report will be prepared to present the results of the review and recommend a preferred design alternative. Public participation and involvement will be an essential element of the process. The successful consultant firm and/or consultant team will be requested to enter into a consultant services agreement with San Joaquin County as set forth in this Request for Proposals (RFP).

The deadline for submitting technical proposals is no later than 4:00 p.m. on Friday, March 8, 2024.
