The Proposer shall provide all labor, material, and equipment required to perform the Service described as: EMPLOYMENT EXAM AND TESTING SERVICES .

SMUD invites the submission of proposals from firms with expertise and experience to assist in the recruitment and hiring of positions including, but not limited to:

· Creation, administration, and scoring of employment exams including, but not limited to, written, online, skilled trades, etc.

· Ensuring exams are valid, reliable, and fair

· Ensuring integrity of the testing process through standardized administration and secure handling of testing materials

· Compliance with relevant laws and best practices

· Adherence to the SMUD uniform guidelines and Civil Service Rules

· Expediting hiring through efficient scheduling of exams and processing of exam results

· Written standardized test proctoring and scoring

· Access to rental exams as requested

· Testing site services if requested

· Scoring services for SMUD administered exams (Scantron, etc.)

· Testing location/site services

· ADA Accommodation exams (Braille, etc.)

· Study guides, if applicable

· Adverse impact reports relative to scoring

· Annual proctor certification course(s)

It is SMUD’s goal to provide valid, reliable, fair and standardized tests and administration services to enable SMUD to maintain a qualified and diverse workforce. SMUD desires to adhere to testing industry standards. The Uniform Guidelines incorporate a single set of principles which are designed to assist organizations to comply with requirements of Federal law prohibiting employment practices which discriminate on the grounds of race, color, religion, sex, and national origin. SMUD also requests support in its systematic process for approving tests and testing protocols each time a position requiring a test is requisitioned.
