The Primary Objective is to develop a Preliminary Design of a community resiliency center (CRC) microgrid at the selected site. The CRC microgrid should include appropriate distributed energy resource (DER) technologies typically associated with a microgrid as well as the monitoring and control systems that will operate the microgrid during both “Blue Sky†and islanded operations (Operational Objectives). The intent in developing a Preliminary Design is to prepare for future implementation opportunities by the selected community center customer (owner/operator of the community center).
The selected site will be the Pannell Community Center, located at 2450 Meadowview Road, Sacramento, 95832, and is operated by the City of Sacramento. The total electricity load for the Pannell Community Center was 504,133 kWh for the 2022 calendar year with a peak demand of 171 kW which occurred on August 4th at 4pm. The City of Sacramento is partnering with SMUD in the development of the Preliminary Design and will be one of the Project Stakeholders that comprise the Project Team. Details, data and other information regarding the Pannell Community Center will be provided and discussed per Task 2 of this SOW.
Proposer is advised that funding for this project is comprised of a Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant award and SMUD grant match contribution. As such the SOW is fixed and cannot be modified without receiving approval from FEMA. Also, the budget for this contract is fixed at $150,000 based on the amount of the FEMA BRIC grant award, SMUD grant match contribution and project budget that includes SMUD labor resources.
