Description:

1) Purpose
This is an acquisition for Personal Services: The Department of Rehabilitation maintains a leased
office in Yuba City, California. The building requires janitorial/custodian services to maintain a
clean and sanitary working environment. The purpose of the IFB is to solicit bids to provide
janitorial/custodian services to Department of Rehabilitation. Bids must address all of the services
described in the IFB section entitled, ¿Scope of Work, Exhibit A.1¿.
2) Bidder Minimum Qualifications
a) The Contractor's principal point of business, or branch office, must be within thirty-five (35)
miles of the the Yuba City Branch Office. Please note: A ¿Post Office Box¿ address will not
be accepted.
b) A Minimum of 2 years¿ experience providing janitorial/custodian services for a commercial
business entity. (Must provide current list of janitorial/custodian contracts covering years
2021 or earlier)
c) Licenses -
The Contractor shall be an individual or firm licensed to do business in California and shall obtain
at his/her expense all license(s) and permit(s) required by law for accomplishing any work required
in connection with this Contract.
The Contractor shall provide a business license from the city/county in which you are headquarter
is required at bid opening.
If you are a corporation, a copy of your Certificate of Status from the Secretary of State¿s Office
must be submitted at bid opening.
In addition, for corporations and limited liability companies, state agencies are required to verify
with the California Secretary of State (SOS) office to confirm the Contractor/vendor is authorized
to carry out business in California. You may view the lists and status at

In the event any license(s) and/or permit(s) expire at any time during the term of this Contract;
Contractor agrees to provide agency a copy of the renewed license(s) and/or permit(s) within 30
days following the expiration date. In the event the Contractor fails to keep in effect at all times all
required license(s) and permit(s), the State may, in addition to any other remedies it may have,
terminate this Contract upon occurrence of such event.
d) Insurance
See Exhibit D for Basic Insurance Requirements for the State of California. Proof of current
insurance certificate with limits stated in Exhibit D for Commercial Liability, Automobile Liability,
and Workers' Compensation is required at bid opening.
e) Prohibition on Tax Delinquency
Any Agreement that a state agency enters into after July 1, 2012, is void if the contract is
between a state agency and a contractor whose name appears on either list of the 500 largest
tax delinquencies pursuant to Section 7063 or 19195 of the Revenue and Taxation Code.

(Public Contract Code Section 10295.4). In accordance with Public Contract Code Section
10295.4, agencies are required to cancel Agreements with entities that appear on either list.

f) Federal Debarment, Suspension, Ineligibility and Voluntary Exclusion:
Expenditures from this Contract may involve Federal funds. The Federal Department of Labor
requires all State agencies which are expending Federal funds to have in the Contract file a
certification by the Contractor that they have not been debarred nor suspended from doing
business with the Federal government.

This is a three-year contract. The total amount of the contract will not exceed $27,999.00
b) Mandatory Pre-bid Walkthrough
A mandatory pre-bid walkthrough is scheduled on April 9, 2024, at exactly 10:00 A.M., at the
Department of Rehabilitation, Yuba City Branch Office located at 1237-B Live Oak Blvd,Yuba City, CA
95991, for the purpose of discussing concerns regarding this IFB. Note: Bidders must sign-in on the
walkthrough sheet to be eligible to submit a bid. Late walk-in bidders will not be accepted. For
directions, contact Jon Pohle at (916) 558-5510. Bidders are responsible for their costs to
attend/participate in the walkthrough.

In the event a potential prime contractor is unable to attend the mandatory pre-bid walkthrough,
an authorized representative may attend on their behalf. The representative may only sign-in for
one (1) company. Subcontractors may not represent a potential prime contractor at a mandatory
pre-bid walkthrough. "No bid will be accepted unless the bidder or his authorized
representative was in attendance."
Contractors who need assistance due to a physical impairment, may request reasonable
accommodations. The Contractor must call Jon Pohle at (916) 558-5510 no later than April 5, 2024, prior
to the scheduled date and time of the pre-bid conference to arrange for a reasonable accommodation.

Pursuant to the State Contract Manual Section 3.14.1, Custodial/Building Maintenance
Contracts: Any Contractor and/or sub-contractor providing janitorial/custodian services in
California, which is awarded a contract to provide such service(s) at a new site(s) must retain
for sixty (60) days the current employees employed at the site(s) by the previous
contractor and/or sub-contractor.
NOTE: The Contractor and/or sub-contractor must comply unless exempt pursuant to Labor
Code Section 1060, subdivision (b).
