A)        Purpose and Description of Services

Contractor¿s shall be utilized as a supplement to Porterville Developmental Center¿s primary staffing contract as a strategic staffing partner to provide contingent licensed and certified clinical Level of Care staffing to fill temporary vacancies, substitute for Department of Developmental Services employees while on leave, provide temporary services when appropriate staffing levels cannot be maintained with civil service staff, and provide services when the requested services are not available within the State civil service. If/when our primary staffing contract cannot fulfill the facility¿s need for staff additional contract services will be requested from other approved contractors in order of cost, lowest to highest. PDC will continue to work through contractors in order of lowest cost until the need for services is met, or all approved contractors have been exhausted. Contractor will use all reasonable efforts to recruit, submit and staff qualified Candidates to fulfill PDC's needs. Contractor needs to be familiar with the special needs of the developmentally disabled. See Exhibit A of the IFB for the description of required services. The terms of this Agreement will be July 1, 2023 (or when fully executed) through June 30, 2024.

B)        Bidder Minimum Qualifications

All bidders must meet the following requirements to be considered responsible and responsive to this IFB.

1.        Contractor must have an active Psychologist license with the State of California.

2.        A minimum of three (3) years¿ experience work which includes long-term care, acute care and forensic service.

3.        Must have experience conducting and writing psychological and forensic reports.

4.        Must have experience completing suicide risk assessments.

5.        No bidder may bid on work of any kind that the bidder is not properly licensed to perform. Any such bid received will be disqualified. Copies of all licenses must be included with the BID documents.

6.        Bidder must be able to supply all specified services to Porterville Developmental Center (PDC) in accordance with the attached Sample Agreement.

7.        Bidding staffing agencies must have qualified personnel in place at time of bid and submit their license.
