Pursuant to Government Code section 4526, the California State Lands Commission (SLC) announces its intention to hire a consultant to provide environmental services for the Hollister Ranch Coastal Access Program (HRCAP) Program Environmental Impact Report (PEIR) Preparation. The purpose of this Solicitation is to initiate the process by which the SLC will contract with a firm with the appropriate qualifications to assist in preparing a PEIR under the California Environmental Quality Act (CEQA).
Staff has been authorized by the Executive Officer and the Commission to issue a Request for Qualifications (RFQ) for consultant services, negotiate a fair and reasonable price, and award and execute agreements for the preparation of environmental documentation for the HRCAP PEIR. Hollister Ranch is a private 14,000-acre gated subdivision in Santa Barbara County, made up of 136 individually held parcels, which includes 8.5 miles of State-owned, public shoreline along the Gaviota Coast, including six sandy beaches.
The 60-mile section of the Santa Barbara coast from Hollister Ranch to Point Sal is one of the least accessible shorelines in California, with less than 5 miles available for general public use. The Hollister Ranch Owners Association owns and/or controls the guard gate, main access road (Rancho Real), access roads to the beaches, and beach areas landward of the mean high tide line and does not allow land-based unsupervised public access to the beaches. AB 1680 (Limón; Chapter 692, Statutes of 2019) requires the SLC, California Coastal Commission, State Coastal Conservancy, and the California Department of Parks and Recreation, collectively the State Agency Team, to prepare an updated contemporary Public Access Program (the HRCAP) for the Hollister Ranch beaches that includes provisions for initial overland public access.
The draft HRCAP envisions a wide variety of experiences along the six Hollister Ranch beaches, such as beach relaxation and walking, ocean play, surfing, coastal hiking or biking, nature viewing, environmental education, cultural education, etc. The various modes of transportation to the Hollister Ranch beaches to be contemplated include shuttle-based access, drive-in access, trail-based access, and bicycle-based access. The HRCAP considers both guided and independent access for each mode of transportation.
Additionally, special access for Chumash tribes is included in the HRCAP.
