Description:
This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors. The purpose of this agreement is to conduct a retrospective study to evaluate whether greenhouse gas (GHG) emissions leakage occurred in the electricity sector covered by the California Cap-and-Trade Program (Program), outside of the Western Energy Imbalance Market (EIM), from inception through 2021 and if so, estimate the magnitude and extent of any emission leakage.
