The purpose of this agreement is to conduct an industrial emissions leakage study for the California Cap-and-Trade Program in the context of the accelerated 2030 GHG emissions reduction target that (1) assesses the emissions leakage risk potentially posed by the Program, and (2) evaluates possible changes to reduce the risk of leakage. The study will provide CARB with a foundation of robust analytical assessments to produce the report to the Legislature that is required by AB 398. The Contractor shall produce an emissions leakage study that informs California¿s climate policies after 2025. The Contractor is expected to update the scopes, approaches, and/or methods used in conventional leakage analyses to recognize and reflect the broader energy transformations needed to support the steeper GHG emissions reductions needed to meet accelerated statewide climate targets and the impacts of those transformations on both domestic and global economies.
