This contract addresses the requirements of Senate Bill (SB) 884 to develop, administer, and enforce new standards for an expedited electric utility distribution infrastructure undergrounding program by providing technical analysis that will assist with resolving pressing priorities in R.20-07-013. Critical efforts include refining the RDF to allow for an improved decision support process to facilitate rapid consideration of undergrounding proposals as required under SB 884. To confront California¿s immediate challenges of wildfires, aging infrastructure, a changing climate, and a challenging economy, the CPUC must develop policies and regulations that ensure safe, clean, and affordable utility services and infrastructure.  To address the requirements of SB 884 and the pressing priorities in R.20-07-013, the CPUC seeks an expert contractor to provide complex and technical expertise in risk analysis, electrical infrastructure risk, risk tolerance, simple optimization, risk mitigation accountability, interactive risk drivers, and other issues related to Phase 4 of R.20-07-013.
