A 2025 Disparity Study is needed to assess the availability of disadvantaged business enterprises (DBEs) in California that may be interested in participating in Caltrans construction contracting. DBEs are socially and economically disadvantaged and further defined in 49 Code of Federal Regulation Part 26. Consultant shall analyze DBE availability data.

Consultant will then collect DBE utilization data from Caltrans for the period October 1, 2020, through September 30, 2023 (Study Period). Consultant shall analyze the utilization data.

Consultant shall then compare the availability data to the utilization data and shall conduct a disparity analysis of California DBEs. The disparity analysis will determine whether differences exist between availability and utilization of DBEs and what may be attributed to discrimination.

Based on the availability, utilization, and disparity analyses, Consultant shall recommend a triennial DBE goal and methodology to submit to FTA for approval.
