Doing Business with Local Small Business Enterprise, Disabled Veteran Business Enterprise, and Social Enterprise The County strongly encourages participation from firms, primes, and subcontractors, which are certified in the County's Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE) Preference Programs. The County's LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. The proposal must include at least three examples of such programs that were implemented by the proposing entity within the last 10 years. The proposal must include examples of educational campaign materials, such as flyers, brochures, posters, ads, presentation videos, and/or educational curriculum materials in print and/or video format to support this minimum mandatory requirement. Important Note: This minimum requirement must be met by the proposing entity and may not be met through a subcontractor. 2. Proposer's key personnel assigned to oversee this program must be a direct employee of the proposing entity and must have a minimum of 2 years of experience in planning and implementing environmental-related public and/or private educational outreach events/programs. The proposal must include at least two examples of such programs that were planned and implemented by the identified staff within the last 10 years. Important Note: This minimum requirement must be met by the proposer's key personnel and may not be met through a subcontractor. 3. Proposer's staff, or subcontractor(s), if any, performing assessments and research evaluations must have a minimum of 3 years of experience conducting assessments and research evaluations. Important Note: Proposer may use subcontractor(s) to meet this minimum mandatory requirement. 4. Proposer's staff, or subcontractor(s), if any, conducting website enhancements for the teacher and children’s websites must have a minimum of 3 years of experience within the last 5 years building websites using the WordPress platform and programming in Microsoft.Net (C#) and HTML; specifically, preparing website requirements, comps, designs, mock-ups, and developing, building, enhancing, and maintaining children's websites. Important Note: Proposer may use subcontractor(s) to meet this minimum mandatory requirement. 5. Proposer has submitted documentation demonstrating its good faith efforts to meet the County’s CBE Program goal in accordance with Section 1.X, Community Business Enterprise Participation. If the proposer has not identified subcontractors for this contract, proposer must demonstrate its compliance with good faith efforts to meet the County’s CBE Program goal in accordance with Section 1.X, Community Business Enterprise Participation, when subcontractors have been identified for use on the contract.
