Description:

Temple City seeks a firm to provide the following services:

1. Provide a government constraints analysis and report on the following four components.

a. Parking Requirements:

i. Prohibition of off-street parking spaces that would serve residents of SB 9 units.

ii. Prohibition on residents of SB 9 units purchasing on street parking permits.

b. 30-Year Affordable Housing Deed Restriction: 100 percent of SB 9 units are required to be deed-restricted affordable.

c. LEED Platinum Certification: All SB 9 units are required to achieve LEED Platinum level of energy efficiency.

d. Subterranean Third Story Requirement: In certain instances, the Ordinance requires that a portion of the floor area of a dwelling unit built under SB 9 be located underground.

2. Provide a draft staff report to the Planning Commission on the government constraints analysis.

3. If necessary, based on the constraints analysis, provide a draft resolution and ordinance to bring the City’s SB 9 rules into compliance with state law.

4. Attend two meetings each with the Planning Commission and City Council. Attendance can be virtual.

Qualifications:
The City is seeking a consultant who has experience with performing government constraints analysis and has a good understanding of state housing law.
Miscellaneous:
The City posted this bid in September and did not receive any proposals. The City is willing to modify the scope of work, if necessary, to work with knowledgeable and well qualified consultants.
