The City is using a two-step procurement process for selecting a Prime Contractor. In Step 1, the City will evaluate all responsive SOQs and shortlist those Prime Contractors that qualify in accordance with the rules, guidelines, and procedures set forth in this RFQ. In Step 2, the short-listed Prime Contractors will receive an Invitation For Bids to construct the Project. The contract award will be made to the responsive and responsible prequalified Prime Contractor offering the lowest price.

The Project includes replacing approximately 25,000 linear feet (LF) of existing 18- to 27-inch Concrete Cylinder Pipe and steel water transmission main from Felton Booster Pump Station (FBPS) 6000 East Zayante Road, Felton, CA 95018 to the Graham Hill Water Treatment Plant (GHWTP) 715 Graham Hill Road, Santa Cruz, CA 95060 with a new approximately 23,400 foot long, 24-inch diameter Ductile Iron (DI) pipeline to be located in Graham Hill Road. Additional work includes work in a protected waterway with drilled concrete piers, pipeline installation under existing railroad tracks, and a cathodic protection system.

The new pipeline will start near the FBPS continue south crossing above Zayante Creek, and under the Santa Cruz, Big Trees and Pacific Railway (RR) tracks, continue south in Graham Hill Road (GHR), and tie-in to the existing pipeline in the GHWTP entrance.

Where there is sufficient space, the new pipeline will parallel the existing pipeline. Where there is insufficient space due to other existing utilities, roughly 2,980 linear feet of existing pipeline will be removed and replaced in the current alignment.
