The City of Santa Cruz is seeking a qualified consultant or consultant team with proven expertise to submit a written proposal to prepare a Financing Feasibility Study which includes a Tax Increment Financing (TIF) analysis to determine how the City may finance related public infrastructure, affordable housing and other community development goals in the Downtown Plan Expansion area, adjacent Riverwalk, and the broader downtown area. The City is also interested in additional optional scopes that involve (1) a community engagement plan and (2) a more general analysis covering recent legislation and current available financial options for funding affordable housing and related infrastructure improvements citywide. This solicitation will remain open until filled and proposals will be screened on a rolling basis beginning June 8, 2023.

Proposal Delivery Instructions:

This solicitation will remain open until filled and on a rolling basis beginning June 8 th .

Sealed bids must be received at the Economic Development and Housing Department located at 337 Locust Street, Santa Cruz, California 95060, in a sealed envelope plainly endorsed with the Project Name and Number, listed in the solicitation document. Proposals may also be e-mailed to Brian Borguno at bborguno@santacruzca.gov . Proposals received after the initial review date will still be reviewed but will not take first priority. Proposers take full responsibility for City’s receipt of its Proposal. The City will not be liable for any expenses incurred by Proposers in responding to this solicitation, including but not limited to any costs associated with interviews. The subject line of the emailed proposal shall include the Project name and RFP number. It is the responsibility of the Proposer to ensure that electronic submittals are received by the City.
