The purpose of this Request for Proposal (RFP) is to provide interested parties with sufficient information regarding the construction management services the City of Santa Cruz Department of Public Works (City) is seeking for the Murray Street Bridge Seismic Retrofit and Barrier Replacement Project (Project). This information is intended to enable interested parties to prepare and submit proposals for a construction management and resident engineer team to manage the construction of this Project.

The proposed scope is to provide construction management and resident engineer services to manage a Federal Bridge Program contract. The construction management and resident engineer team will manage the contract following Federal construction engineering guidelines and procedures, as administered by Caltrans, including the Local Assistance Procedure Manual and the Construction Manual. The construction contract will include provisions to provide a jobsite trailer (or suitable office space) for the construction management team and provide electricity, phone, internet, water, and sanitation services.

The Project is planned to begin construction in 2023 and has an anticipated duration of 30 months. The Project generally involves installation of piles, foundation work on driven piles, deck widening, barrier replacement, construction staging, traffic control, signing, paving, striping, and utility coordination. In addition, a sanitary sewer force main will be constructed on the bridge.

The Federal lead agency for the Project is the Federal Highway Administration with oversight from the California Department of Transportation (Caltrans) District 5 Division of Local Assistance. The Project shall fully comply with Chapter 6 of the Local Assistance Programs Guidelines (LAPG) and the entire Local Assistance Procedures Manual (LAPM).

Proposal Delivery Instructions:

All proposals must be submitted to the Public Works Department by 3:00 p.m. May 18, 2023. Late proposals will not be considered. The technical proposal shall be a maximum of 15 pages total, not including staff resumés. A minimum of three hard copies must be submitted, submission of an additional electronic copy is welcome, but not required. Any electronic copies submitted may not be substituted for the required three hard copies.

The City requests that you DO NOT provide fee information with your initial proposal submittal. Only the short-listed firms will be requested to provide Fee Proposals.
