The City of Santa Cruz requests proposals from qualified firms for citywide municipal financial advisory services. The intent in soliciting proposals is to obtain cost savings and to allow for a competitive process while maintaining an acceptable quality of service. A successful proposer will have the ability to provide services including, but not limited to, comprehensive financial planning and analysis services, credit rating surveillance, advise on market conditions, debt issuance and continuing disclosure services in order to:

• achieve sufficient funds to operate the City;
• identify revenue streams for the City;
• and assist in efficient and effective administration in support of the management of the City.

The City anticipates awarding a contract to one qualified firm for a (5) five-year initial contract term, with the option of (5) five one (1) year term extension if the City so elects.

Proposal Delivery Instructions:

The Proposal Due Date for this solicitation is 5:00 p.m. PST on May 24, 2023.

Proposals are due no later than 5:00 pm on 5/24/2023 to guarantee review. Proposals received after the deadline will be deemed non-responsive. All proposals will be e-mailed to efluker@santacruzca.gov before the due date. Proposers take full responsibility for City’s receipt of its Proposal. The City will not be liable for any expenses incurred by Proposers in responding to this solicitation, including but not limited to any costs associated with interviews. The subject line of the emailed proposal shall include the Project name and RFP number. It is the responsibility of the Proposer to ensure that electronic submittals are received by the City prior to the deadline.
