Contract Scope and Service Objectives

The project team has defined a preliminary scope of work for the RFP, which includes a comprehensive analysis of the current administrative support model and alternative administrative support models. The selected firm will also provide recommendations and costs on the appropriate administrative support model for the SCPL system to operate efficiently and effectively.

The goal of this project will focus on an analysis of the following potential support models:
• Remaining under the current administrative support model through the City of Santa Cruz with a written support services agreement reflecting the appropriate costs (direct and allocated) and needs of the SCPL system
• Creating a standalone administrative support model
• Providing the associated administrative support staffing with the ability to operate as an independent agency
• Other feasible models identified by the selected firm

Minimum Qualifications
• Present sufficiently qualified personnel to perform Scope of Services tasks in a manner that meets the City’s and LJPA’s expectations.
• Demonstrate experience in conducting work for municipalities or library systems or JPA’s of similar or larger size and scope.
The Proposer’s Lead Project Manager/Advisor/Consultant/Analyst must have the following minimum qualifications:
• Two (2) years of experience in providing services for municipalities or library systems or JPA’s of similar or larger size and scope.
• Excellent oral and written communication skills.
• Experience in developing, coordinating, and implementing a variety of successful informational, educational, and outreach activities.
• Human resources experience within a government agency is preferred.
• Professional certification, such as IPMA-CP, SHRM-CP, SPHR, or PHR, a plus.
