Project Need
The City of Healdsburg (City) is seeking bids from qualified contractors to haul biosolids from the
City’s Water Reclamation Facility (WRF) to a contractor-identified disposal facility Authorized for
this purpose.
The City’s Utility Department operates a Water Reclamation Facility (WRF) located at 340 Foreman
Lane, Healdsburg California. The WRF generates approximately 40 to 60 tons of dewatered biosolids
each week. The dewatered biosolids are typically 16 percent solids, dewatered via centrifuge, and
considered Class B biosolids per the EPA 503 regulations.
Currently, the biosolids are loaded onto a nominally 40-foot long end dump trailer and hauled away
for landfill disposal. The City is aware that California Assembly Bill 1383 (AB1383) will
potentially impact landfills’ capacity to receive organic materials such as biosolids. The
successful bidder will be responsible for disposal of the City’s biosolids in a manner that
complies with state and federal laws and regulations. The City wishes to identify the hauler of
biosolids that will haul and properly dispose of the biosolids at
the lowest cost to the rate payers.
