Request for Proposals - Daytime Respite Homeless Navigation Center

The City of Davis is soliciting proposals from vendors interested in delivering support and site management services to the City of Davis Daytime Respite Homeless Navigation Center.

In 2019 the Davis City Council authorized the Daytime Respite Homeless Navigation Center (The Respite Center) project located at 530 L Street, Davis CA. The Respite Center serves as a Regional Access Point for the Yolo County Coordinated Entry System and aims to improve the quality of life for adults experiencing homelessness in Davis.

The purpose of this solicitation is to secure an experienced on-site operator to oversee the provision of all programmatic aspects of the Respite Center during hours of operation in mutual agreement including, but not limited to:

• Adopting a Housing First approach to service delivery;
• Implementing trauma-informed practices in participant interactions;
• Providing staff experienced in case management approaches and community outreach;
• Ability to begin planning and hiring staff immediately and begin contract services upon execution of the City’s Professional Services Agreement.

Successful proposers will enter into a two-year agreement, with the possibility of a two (2) year extension for a total of four (4) years.
