Description:

For years, the City’s Downtown has been home to festive and vibrant community events and celebrations. One of the City’s most prized offerings is the farmers’ market. In fact, the farmers’ market has consistently been rated one of the best year-round farmers' markets in the South Bay, with people coming from near and far to enjoy the large selection of fresh produce grown locally by California farmers and original and locally made crafts and goods. The farmers’ market also provides visitors with an opportunity to explore the greater Downtown area and take advantage of Campbell’s quaint and inviting cafés, restaurants, and mom and pop retail stores.


This Request for Qualifications (“RFQ”) seeks to secure a qualified and experienced operator who has a proven track record of operating markets in the region, who is familiar with all county, state, and federal regulations and who has the ability to provide vendors of quality organic produce, fruits, plants, and locally made food products.

Please note a Responders’ Conference will be held in-person at Campbell City Hall on March 18, 2024, at 12 p.m. to answer any questions operators may have about the RFQ process. The City will provide answers to the questions received following the conference. No further questions will be taken after this meeting. If you wish to participate in the Responders’ Conference, please email Leslie Parks at lesliep@campbellca.gov.

All operators must participate in a walkthrough of Downtown Campbell scheduled for March 18, 2024, at 11:00 a.m. Please email Leslie Parks at lesliep@campbellca.gov to confirm your attendance. Note: there are no alternative dates for this walkthrough.

Qualifications:
The operator of the Market must have at least three (3) years’ experience, preferably in Santa Clara County, managing and operating all aspects of a successful farmers’ market, or a special event that includes the offering of goods similar to that of a farmers’ market operation.

The operator of the Market will need to obtain a City business license and maintain the license throughout the duration of the operation of the Market.
Operator is expected to enter into a four-year agreement with the City wherein Operator will agree to pay and does pay the City an annual fee for the use of the City’s streets and sidewalks. Operator is expected to pay the annual fee on a quarterly basis between July 1, 2024, and June 30, 2028. Please review the City of Campbell Farmers' Market Agreement (Attachment B) for more information on fee amounts, payment dates, etc.

Special Requirements:
The successful operator will be required to execute the City of Campbell Farmers' Market Agreement (Attachment B) with the City prior to any services being rendered. The City will not negotiate the terms of the agreement.
