On behalf of the City of Arcata, Rural Community Assistance Corporation (RCAC) is accepting Statements of Qualification (SOQ) to select a licensed and insured professional civil engineering services company or individual to provide professional and technical planning phase services in support of Arcata Wastewater Treatment Facilities (WWTF) Feasibility Study.

BACKGROUND:
The City of Arcata is currently constructing
Phase One of the Arcata Wastewater Treatment Plant Improvement Project
; these improvements will remain viable throughout their design life through 2055.

oncurrently, the City is preparing to complete subsequent improvements to its Wastewater Treatment Facilities in preparation for sea level rise, including the construction of a levee. The California Coastal Commission requested that the City assess alternatives to levee construction in order to prepare the wastewater facilities for sea level rise beyond 2055.
The goal of the Feasibility Study is to assess alternatives to prepare the wastewater facilities for future sea level rise and coastal hazards. At minimum, the Feasibility Study should include an alternative for levee construction, an alternative for consolidation, and at least one other alternative to address sea level rise, potentially including: relocation of the treatment system, Best Available Technologies, Decentralized Treatment, Ocean Discharge, and/or Water Reuse/Recharge.
