PUBLIC NOTICE IS HEREBY GIVEN that the City of Alhambra invites sealed bids for the above stated project and will receive such bids in the office of the City Clerk, 111 South First Street, Alhambra, California 91801, up to the hour of 10:30 a.m. April 20, 2023. They will be publicly opened at 11:00 a.m. in the City Council Chambers.

Copies of the Specifications and contract documents are available from the City of Alhambra, Parks and Recreation Department, 111 South First Street, Alhambra, California

  • Bids must be prepared on the approved Proposal forms in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside.
  • Bids more than $100,000 must be accompanied by a bid bond, made payable to the City of Alhambra for an amount no less than 10 percent of the amount bid.
  • No bid will be accepted from a vendor who has not been licensed in accordance with the provisions of the Business and Professions Code. The successful vendor will be required to possess business licenses from the City of Alhambra.
  • The City of Alhambra reserves the right to reject any or all bids, to waive any irregularity, and to take all bids under advisement for a period of thirty days.
  • For the purpose of determining the lowest responsible bidder the City of Alhambra will reduce the total amount of any bid submitted by an amount equal to one percent of that portion of the bid which is subject to sales or use tax if it is determined that the City of Alhambra would receive a refund of sales or use tax on that portion of the bid. Payment, however, will conform to the provisions of Section 9-3 of these Specifications and will not be reduced by the aforementioned one percent.
DELIVERY OF PROPOSAL

Proposals shall be enclosed in a sealed envelope plainly marked on the outside, “SEALED BID FOR THE FREE SUMMER FOOD SERVICE PROGRAM, IN THE CITY OF ALHAMBRA - DO NOT OPEN WITH REGULAR MAIL.” Proposals may be mailed or delivered by messenger to:

However, it is the bidder’s responsibility alone to ensure delivery of the proposal to the hands of the City of Alhambra’s designated official prior to the bid opening hour stipulated in the Notice Inviting Bids. Late proposals will not be considered.

DISCREPANCIES AND MISUNDERSTANDINGS

Bidders must satisfy themselves by thorough examination of the Specifications, and other contract documents, and by any other means as they may believe necessary, as to the actual physical conditions, requirements and difficulties under which the work must be performed. Before submitting a Proposal, the Bidder shall carefully examine the specifications and fully inform themselves as to all existing conditions and limitations, and shall include in the Proposal, the cost of all items necessary in the delivery of the project. The Bidder shall not be allowed any extra compensation by reason of any matter or thing, concerning that which such the Bidder might have fully informed himself prior to the bidding. No bidder shall at any time after submission of a proposal make any claim or assertion that there was any misunderstanding or lack of information regarding the nature or amount of work necessary for the satisfactory completion of the job.

Any errors, omissions, or discrepancies found in the Specifications, or other contract documents shall be called to the attention of the Alhambra Parks and Recreation Department Attention: Michael Macias, Director of Parks and Recreation, Tel: (626) 570-5044, Fax: (626) 282-9419 and clarified prior to the submission of proposals. Should a Bidder find any ambiguity, inconsistency or error in the plans and project manual, or be in doubt as to their meaning, the Bidder shall notify the Alhambra Parks and Recreation Department, in writing via FAX no later than 10:00 am, (Friday, April 15, 2022). Issues requiring clarification will be addressed in a written addendum response, sent by FAX to each Bidder, person or firm recorded by the Alhambra Parks and Recreation Department as having possession of the bid packet. Any addenda issued by the Alhambra Parks and Recreation during the time of bidding are to be included in the proposal from the Bidder, and shall become a part of the Bid documents. The Bidder shall acknowledge receipt of addenda on the proposal form in the space provided.
