The City of Alhambra is issuing a Request for Proposal (RFP) to solicit and select a qualified firm or consultant to conduct economic and market analysis of Alhambra, San Gabriel Valley and Los Angeles region. Under the direction of the Community Development Director, or their designee, the consultant will provide economic and market analysis needed to support the Economic Development Action Plan. The Plan will create a comprehensive and integrated approach to economic development that strengthens the City’s economic base. The timeline will be short term with a four year horizon. The recommendations will support new business and emerging companies as well as the retention and expansion of existing Alhambra businesses. Through the provision of services, the consultant will contribute toward the following items:

  • Develop an economic dashboard of relevant demographics and statistics on Alhambra. Key components will be updated on an annual basis by City staff.
  • Identify existing and emerging industry clusters and assets unique to Alhambra to retain and evaluate potential business growth and expansion.
  • Support City staff with the development of the Plan. City staff will be the primary lead and develop and write the Plan based on the economic analysis and community outreach.
Project Scope

The consultant will conduct economic and market analysis to support Economic Development staff in developing an Economic Development Action Plan. The consultant is expected to fulfill the following tasks, roles, and responsibilities:

  1. Review of existing City policies and programs, city departmental plans, general and specific plans, regional economic development plans and other relevant documents.
  2. Develop an economic dashboard of existing economic conditions, relevant demographics and statics on Alhambra including the following:
    1. Local demographics in neighborhoods within Alhambra, City boundaries, West San Gabriel Valley, and regional levels including household income, education levels, unemployment patterns, commuting patterns, languages, etc.
    2. Market position analysis of City’s strengths and competitiveness within the region.
    3. Cluster examination and analysis of regional growth industries including the following: retail; biotech and medical manufacturing; and small businesses.
    4. Land use data and inventory to determine appropriate locations for both retaining and accommodating businesses.
    5. Business data including density, retail mix, ownership patterns, small business and industry cluster composition.
    6. Workforce characteristics including top 20 major employers, job classifications, employment clusters, wage rates and patterns.
    7. Gap analysis of existing retail and commercial businesses.
    8. Analysis of commercial and retail conditions including property inventory, vacancies, lease rates, industry leakage and surplus.
    9. Additional local and/or regional data e.g., planning/zoning, land use, parcel data, transportation networks, etc. that may support economic growth within the City.
  3. Examination of community assets that data may not capture e.g., community coalitions, networks, and other civic structures; arts and culture, community history and collective memory; social ties; entrepreneurial spirit; community aspirations.
  4. Develop a community survey to understand local economic trends, priorities, and shopping habits and needs.
Anticipated Schedule

The anticipated timeline for evaluating and selecting proposals is identified below. The City reserves the right to alter the schedule as needed.

Questions and Answers Period

The City has attempted to provide all information available in this RFP and no formal preproposal conference or communication will be held. It is the responsibility of each respondent to review, evaluate, and as necessary, request any clarification during the open Questions and Answers period before the submittal of a proposal.

How to submit questions:

All questions and requests for clarifications must be submitted and received by City no later than 5:00 pm (PST) on Monday, February 5, 2024. Questions received by the City after this designated time will not be answered. Only written questions submitted during the Questions & Answers period will be accepted and no response(s) other than those posted on the City’s website will be provided. Responses by the City will be provided through the issuance of a formal Addenda to this RFP posted on the City’s website on Monday, February 12, 2024. The Addendum with responses to questions or requests for clarification will be posted on the City’s website at: https://www.cityofalhambra.org/bids.aspx .

Submission of Proposals

To receive consideration, proposals must be received by the City of Alhambra Community Development Department no later than 5:00 pm (PST) on Thursday, February 22, 2024. Proposals shall be submitted in a sealed package. Proposals that are late or incomplete will be rejected. Submission requirements are detailed in Section 9, “Proposal Contents,” of this RFP. It is the responsibility of the consultant to see that any proposal sent through the mail, or any other delivery method, should have sufficient time to be received by the City of Alhambra’s Community Development Department before the proposal's due date and time. Postmarks and late proposals will not be accepted. Faxed or emailed proposals will also not be accepted. No exceptions will be made.

Submittal requirements are as follows:

  1. Submit one (1) signed and unbound original and three (3) bound copies of the proposal on 8½” x 11” paper with section separators.
  2. Submit one (1) electronic PDF format copy of all documents on a USB flash drive.
