VETERANS AFFAIRS SEEKS EXPRESSIONS OF INTEREST FOR A POTENTIAL NEED FOR VA TO LEASE OFFICE SPACE.

SPACE BEING OFFERED MUST MEET THE FOLLOWING CRITERIA:

Storefront must be situated on or within the delineated boundaries described below. For further clarification, see map of area for which offered space must be located within to satisfy this requirement.
North: CA-92 from I-280 to Ralston Avenue to US101, becoming Marine Parkway and continuing eastward to Shearwater Parkway;
South: Shearwater Parkway from Marine Parkway to Redwood Shores Parkway to
Holly Street to US101, and continuing southerly on US101 to the Oregon Expressway;
East: Oregon Expressway from US101 westerly becoming Page Mill Road to I-280;
West: I-280 from Page Mill Road to Ralston Avenue.


4,158 (ANSI/BOMA) not to exceed 5,022 Rentable Square Feet (RSF).

Up to a 20-year lease term with a fixed and non-fixed term.

Fully serviced lease at the discretion of the Government.

Contiguous office space on the same floor. If offered space is not on the ground floor, there must be two passenger elevators to access the floor on which the space is located.

On-site parking shall be available at a ratio of one (1) space for every 250 RSF of Space and meet current local code requirements. Off-site parking must be reasonably available and acceptable to the Lease Contracting Officer (LCO) at the LCO s sole discretion.

Offered space must be zoned for VA s intended use (counseling offices).

Offered space must be located in close proximity to public transportation. A commuter rail, light rail, or bus stop shall be located within the immediate vicinity of the building, as determined by the LCO.

Space will not be considered where apartment space or other living quarters are located within the same building, complex, or grounds.

Offered space will not be considered if located in close proximity to property with incompatible uses, including but not limited to the following uses: bars/pubs (except those within establishments that predominantly function as a restaurant, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths.

Offered space must be compatible for VA s intended use.

The following space configurations will not be considered: Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage.

Column size cannot exceed two (2) feet square and space between columns and/or walls cannot be less than twenty (20 ) feet.

Offered space must meet Federal and Local Government requirements for fire safety, physical security, accessibility, seismic, and sustainability standards per the terms of the solicitation for offers or request for proposals.

Offered space cannot be in the FEMA 100-year flood plain.

Not a sublease.

EXPRESSIONS OF INTEREST SHALL PROVIDE THE FOLLOWING INFORMATION FOR THE PROPOSED SPACE BEING OFFERED:
Address of space with a map showing property within the delineated area.
Evidence of ownership: name, phone number, email of owner, and deed or most recent property tax bill or an agreement signed by the owner authorizing a representative to submit an interest on the owner s behalf and deed or most recent property tax bill.
Amount of ANSI/BOMA Office Area (ABOA) Square Feet (SF) to be offered.
Amount of Rentable Square Feet (RSF) to be offered.
Annual rental rate per RSF per year for the following rent components.
Base Rent:
Property taxes:
Building insurance:
Common area maintenance:
Operating expenses:
State what OPEX includes and respective cost for each element.
Amount of parking available on-site.
Floor plan, ABOA, and RSF.
Site plan depicting the property boundaries, building, and parking.
City zoning map of space showing that the space is zoned for medical use.
Narrative with map describing the space s proximity to public transportation.
Description of ingress/egress to the building from a public right-of-way and accessibility to major roads or highways.
Statement of interested party s ability to meet all the Governments requirements identified in this notice.
FEMA map showing property outside the 100-year flood plain.
Date of space availability.
SITE VISIT
Approximately January 11, 2023 February7, 2023.
NOTE:
This notice is not a request for lease proposals (RLP), nor is it a solicitation for offers (SFO). The purpose of this notice is to identify potentially suitable space. VA will not reimburse costs incurred in response to this notice.

The Government is limited by law (41 C.F.R. §102-73.55) to pay no more than the appraised fair rental value for space.
