This is a presolicitation notice for a noncompetitive contract action.
The U.S. Customs and Border Protection (CBP), Office of Field Operations, Los Angeles Field Office requires a firing range, mat room, and two classrooms that can accommodate approximately 1,500 CBP Officers for quarterly weapons and tactical qualifications training. The range facility must also include parking for at least 61 vehicles, a training area for simunition training, and sufficient storage space for two 40 ft. storage containers and one 10 ft. storage container.
Two ranges of at least 25 yards, rated for rifle qualification, are required. Use of the ranges will be required approximately 180 days per year. The required training hours are 7:00-4:00 from January through September and 1:00 p.m.-10:00 p.m. from October through December.

The period of performance is September 1, 2023 through August 31, 2024.
The Government intends to award a contract on a noncompetitive basis to the following source due to the fact that no other sources have been identified within the required 30-mile radius of the requiring office:

A Request for Quotations (RFQ) is expected to be issued on or about August 2, 2023. The RFQ will not be made available through SAM, but may be requested by interested vendors by contacting the contract specialist, Eric Neckel, at eric.r.neckel@cbp.dhs.gov. All responsible sources may submit a quotation which shall be considered by the agency.
A draft RFQ is expected to be issued prior to the issuance of the formal RFQ. The RFQ will also not be made available through SAM, but may be requested by interested vendors by contacting the contract specialist, Eric Neckel, at eric.r.neckel@cbp.dhs.gov.
It is anticipated that award will be made on or about August 18, 2023.

In order to be considered for award, vendors must be registered in the System for Award Management (SAM) at www.sam.gov. Vendors not already registered in SAM are strongly encouraged to register as soon as possible.
