STATEMENT OF WORK FOR AIR STATION SACRAMENTO METAL/AIRFRAME SHOP AND PAINT BOOTH HEXAVALENT CHROMIUM CLEANING
- SCOPE
-
- Scope of work. The purpose of this statement of work (SOW) is to describe the specifications and scope of the hexavalent chromium cleaning contract for Air Station Sacramento’s Metal/Airframe and Paint Booth Shops.

- Point of Contact and Place of Cleaning. The principal point of contact will be the Aviation Engineering Officer or designated representative. The address for the downdraft table and sanding room in need of cleaning is:

- REQUIREMENTS

Provide industrial cleaning and decontamination of shop areas of surficial dust:

The locations covered include the following:
- Location (1) Metal/Airframe Shop to include but not limited to top to bottom cleaning. To include areas such as ledges, pipe, lights, mezzanines, locker room and anywhere that dust can settle within the parameters of the metal shop.
- Location (2) Paint Booth, Exterior only such as top, front and sides of portable booth located in the room.
- Written decontamination procedures and a safety plan shall be submitted three days prior to the commencement of the cleaning activity to the Corrosion Prevention Coordinator. Written procedures must include a method of isolation of a containment area using negative air HEPA, methods of non-dust producing cleaning method, disposal method, specialty cleaning solvent, and work break-down plan.
- All surfaces horizontal and vertical shall be wet wiped and/or HEPA vacuumed, and the surface must be free of visible residue. The dust must be treated as hazardous as it may contain hazardous substances such as Chromium (IV).
- A final Chemical Swipe will be performed at the end of contract to set new base line for Hexavalent chromates.

The locations covered include the following:

Provide industrial cleaning and decontamination of shop areas of surficial dust:
- MATERIALS.
-
- Contractor. Contractor will provide all materials and labor necessary to properly clean the Metal/Airframe shop and adjacent Paint booth (Exterior only).

- Contractors on-site Representative. The Contractor shall, at the time of award, designate their on-site representative during performance under this contract.

- Conduct. The Contractor shall be responsible for the conduct of employees while on board the station. The Contractor shall maintain satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action as may be necessary. The Government reserves the right to direct the contractor to remove an employee from the worksite for failure to comply with the standards of conduct.

- Other Spaces. Contract personnel shall not enter any spaces that are not specifically indentified in this contract.
- SAFETY PRECAUTIONS

- OSHA. The Contractor shall furnish instruction to their contract personnel in appropriate safety measures to ensure compliance with the Occupational Safety and Health Standards (OSHA) published in 29 CFR Part 1926. The prime contractor shall be responsible to ensure subcontractor compliance with said standards.

- Alarms. USCG Air Station Sacramento is an operational Search and Rescue unit. It is imperative that contract personnel not impede Air Station aircrews or aircraft.

- Fire. Contract personnel must adhere to station fire alarms by evacuating all buildings immediately and meeting in the ramp area between the administration and hangar buildings.
- USCG REPRESENTATIVE

- Points of Contact. Notwithstanding the Contractor’s responsibility for total management during the performance of the contract, the administration of the contract will require maximum coordination between the Government and the Contractor. The individuals listed below will be the Government point of contract during the period.

- Administrative Matters. Contractual administrative matters will be addressed to the Contracting Officer listed below. No other changes in, or deviation from, the scope of work shall be affected without written modification to the contract executed by the Contracting officer.
