Combined Synopsis/Solicitation (Best Value)



The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires complete inspection and certification of six (6) Elliot TO 20-person liferafts and 4-6 Type PFDs on the NOAA ship Reuben Lasker.



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2150-23-00188 is issued as a firm, fixed-price, commercial request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.



(iv) The NAICS code for this acquisition is 336611, Ship Building and Repairing; the small business size standard is 1,250 Employees. This acquisition is set aside for small businesses.



(v) Line items are as follows:



CLIN 0001: Annual Elliot TO 20-Person Life Raft Inspections and recertification: Reuben Lasker



CLIN 0002: Life Raft repairs under a Conditions Found Report



(vi) Description of requirements for the items to be acquired: The NOAA ship Reuben Lasker requires annual inspection and recertification of its six (6) Elliot TO 20-person life rafts. The vendor will provide a firm, fixed-price quote for inspection and production of a conditions found report, as well as hourly labor rates for any follow-on work. A notice to proceed will be issued following the acceptance of the conditions found report to complete any additional testing or repairs discovered during the initial inspection. Final deliverables include Annual Certificates of Inspection for each life raft and one for the PFDs, per the Statement of Work.



(vii)Vendors will need to be authorized to perform inspection and repairs of Elliot-brand life rafts.
