This procurement will be solicited as 100% total small business set aside, Invitation for Bid (IFB). This Procurement will be conducted under PSC CODE: P400, NAICS Code: 238910. It will be issued as an Invitation for Bid (IFB) which will result in the award of a single Firm Fixed Price (FFP) contract. The size standard for this code is $19,000,000.



Inquiries and questions relating to this solicitation shall be submitted via Offeror Inquiry in ProjNet at https://www.projnet.org. Please see SFVA_BLDG_40_DEMOLITION_10112023.pdf for instruction. Inquiries must be received no later than 14 calendar days prior to the date set for bid opening.



Estimated Cost Range is between $1,000,000 - $5,000,000.



JOB DESCRIPTION: Demolition of existing facilities and removal of know hazardous material (lead paint) and asbestos-containing materials (ACM) identified in the pre-demo survey report by A-E. Requirement under this contract are the demolition, hazardous waste abatement, and removal for multiple existing structures to include: BLDG T-23 (800 GSF), BLDG 21 (2,000 GSF), BLDG 18 (9,000 GSF), BLDG 911(400GSF), BLDG 14 (6,000GSF), an abandoned E85 Fuel pump & 2,000 gallon above ground fuel tank and removal of eight trees. The window for tree removal is from September thru January.

Site visit for potential contractors is scheduled for October 19, 2023 at 10:30am – 11:30am PDT. Location is 4150 Clement Street, San Francisco, CA 94121 (USACE-CFM trailer Vicinity Bldg. 211, parking garage NW corner of VAMC campus, map attached). Campus is a public access campus in common areas with limited parking. Access into specific facilities covered under this solicitation will be accommodated as part of the pre-bid site walk. No special PPE is required for the pre-bid site walk as not an active construction site. Appropriate walking shoes are recommended for non-paved grassy / sloped areas as part of site-walk. Files for Building Information Modeling (BIM) are not supported by SAM.GOV. Please email Lisa.I.Ip@usace.army.mil to obtain a copy.

Plans and specs will not be provided in hard copy or CD format. The solicitation and all amendments for this acquisition will be posted on SAM.gov once the IFB is issued.
