The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award an Order under an existing Basic Ordering Agreement to General Atomics – Aeronautical Systems, Inc. (GA-ASI), Poway, CA, for the production of Electronic Warfare (EW) Kits and installation into the “MQ-9A MUX MALE UAS” (Reaper Marine Air Ground Task Force Expeditionary (MUX) Medium Altitude Long Endurance (MALE) Unmanned Aerial System (UAS)). GA-ASI will serve as the prime system integrator and will coordinate with subcontractors to produce and install EW Kits (cables, brackets, interface devices, radar, miscellaneous hardware etc.) that meet the Government’s specifications. This order will include: production of EW Kits, integration of EW into the MQ-9A “Reaper” MUX MALE UAS Increment II, Ground Control Station (GCS), and other associated training equipment; hardware and support equipment, consumables, materials, spares, and repair parts; programmatic, engineering, logistics, and other technical support; Engineering Change Proposals (ECPs), upgrades and modifications to the MQ-9A MUX MALE UAS and associated equipment; obsolescence support; testing, flight demonstration support; testing, flight demonstration support; cybersecurity support; financial and administrative data. Award is estimated to be by July 2024.
For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of U.S.C. 3204(a)(1) and FAR 6.302-1, “Only one responsible source and no other type of supplies or services will satisfy agency requirements.” GA-ASI is also the sole developer of EW, and as such, GA-ASI has the unique capabilities to fulfill the EW orders, as it is extremely familiar with the work that is required to produce, test, upgrade, and support the EW integration into the MQ-9A MUX MALE UAS. Additionally, GA-ASI owns the technical data and software that transmits the EW signals through the MQ-9A data bus to the MQ-9A MUX MALE GCS.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
