Responses to this Sources Sought Announcement must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below.

The VA San Diego Healthcare System Police Service is seeking a contractor to provide 5 types of small arms ammunition. All the ammunition types must meet the following Salient Characteristics:

Common Salient Characteristics for All 5 Types of Small Arms Ammunition:
New Manufacture: Cannot be reloaded ammunition or have used components.
SAAMI: Must be manufactured to Sporting Arms and Ammunition Manufacturers Institute (SAAMI) specifications.
Casing: Must be brass.

5 Types of Small Arms Ammunition and Salient Characteristics of each:

1- 9mm Training Ammunition, 30,000 rounds Brand Name or Equal to 9mm Speer Lawman 124 grain TMJ Ammo, Part # 53651.
Bullet: Must be 9mm Luger, Full Metal Jacket (FMJ) or Total Metal Jacket (TMJ), 124 grain.

2 9mm Frangible Training Ammunition, 5,000 rounds - Brand Name or Equal to Sinterfire SF9100GL 9mm 100 grain Frangible Copper Lead Free.
Bullet: Must be 9mm Luger, 100 grain, frangible, lead free.

3 9mm Duty Ammunition, 8,000 rounds Must be Brand Name Federal Premium Tactical HST 9mm 124 Grain Hollow Point (Part # P9HST1), or Brand Name Remington Arms Golden Saber, 124 grain Brass Jacketed Hollow Point (Part # 29341), or Brand Name Speer LE Gold Dot 124 grain (Product #53618).

4 .223 Training Ammunition, 6,000 rounds - Brand Name or Equal to ACI AC223-1N .223 55 Grain FMJ.
Bullet: Must be .223, 55 grain, Full Metal Jacket (FMJ).

5 .223 Duty Ammunition, 5,000 rounds Must be Brand Name Speer Gold Dot Duty Rifle .223 62 Grain GDSP (Part # 24461) or Brand Name Federal-Tactical Bonded 62 grain .223/5.56mm (Part # P223TT3).

The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought Announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 332992 (1,250 Employees).

After review of the responses to this Sources Sought Announcement, a solicitation may be published on the sam.gov or GSA eBuy websites. Responses to this Sources Sought Announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this Sources Sought Announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov.
