Synopsis of Proposed Contact Action for PACIFIC INSTRUMENTS. The Notice ID is “FA9300PZRA0002” Air Force Research Laboratories (AFRL/RQRO) at Edwards Air Force Base (EAFB) in California. The place of performance is AFRL at Edwards AFB, CA. The following items were listed as "Open Market" items within PACIFIC INSTRUMENT’S market research quote. For administrative convenience, the Contracting Officer will add these items to the resultant Delivery Order, IAW FAR 8.402(f):

The Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division (PZRA), on behalf of The Air Force Rocket Laboratories (AFRL/RQRO) at Edwards Air Force Base (EAFB) in California, intends to issue an award to PACIFIC INSTRUMENTS, on a limited source basis in accordance with FAR 8.405- 6(a)(1)(i)(B). The estimated contract award date is April 21, 2023. The anticipated contract will be a Firm Fixed Price (FFP) delivery order. The statutory authority which permits a solicitation from limiting sources is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This authority is supported by an approved Limited Source Justification. It is the Government’s intent to proceed with as a limited source action. The Product or Service Code is 6640. The applicable NAICS code is 334515. The size standard as defined by the U.S. Small Business Administration is 750 employees.
This notice neither constitutes an RFQ/RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
AFTC has appointed an Ombudsman to hear concerns from potential offers relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does participate in the evaluation of proposals or in the
source selection process.
