Description

The U.S. Army Contracting Command-New Jersey (ACC-NJ) Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM-CAS) intends to issue a Sole Source, Firm Fixed Price (FFP) modification for the production of Modular Artillery Charge Systems (MACS) M231/M232-series Combustible Case Assemblies.



The MACS consists of two solid propellant charges, the M231 (low-zone) and the M232-series (high-zone), and their associated packaging. The charge system provides a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The bottom-charge M231 is fired either singly (Charge-1) or in pairs (Charge-2) from all cannon systems. The top-charge M232-series is fired in multiples of 3, 4 or 5 in currently fielded weapon systems. Each of the Combustible Case Assemblies are a component of each charge. The Combustible Case Assemblies are key to the technology for the MACS because they burn cleanly, use environmentally compliant ingredients, have an exterior coating that enables the MACS to withstand limited out-of-pack exposure, and has a rigid case that allows for automatic handling and loading.



This modification shall be issued under current contract W15QKN-21-D-0005 with Armtec Defense Products, Inc. (Coachella, CA). This modification will increase the contract ceiling by $691,628,515.45, FROM: $207,659,016.32 TO: $899,287,531.77. This modification will be issued under the authority of 10 U.S.C.3204(c)(1); as implemented by FAR 6.302-1(a)(2)(ii)(B)-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This modification is a result of the surge in requirements to support the Presidential Buyback effort. This modification will also increase the maximum quantity per month to 125,000. Appropriate and available funds are available for this acquisition. The anticipated award for this action is Fiscal Year 2023, Quarter 3 (FY23Q3).
