Trash Baler & Conveyor - Edwards AFB, CA and Palmdale, CA

The Air Force Test Center (AFTC) is publicizing this Sources Sought Notice to gather industry information regarding Trash Baler at Edwards AFB.

The Government is seeking to identify qualified, experienced, and interested firms, who can perform Recycle Baler in accordance with the "Draft" Performance Work Statement (PWS).

The contractor(s) shall furnish all labor, materials, tools, equipment, supervision and applicable licenses and permits necessary to perform the Removal and Installation of a Recycle Baler at Edwards Air Force Base in a manner that will ensure the neat, orderly and professional appearance of facility 7996. The Contractor shall be responsible for the removal of the existing baler and placed into 40yd bin provided by the government and the installation of the new baler. Contractors will ensure appropriate disposal of items in addition to ensuring all areas are clean during removal/installation and after completion. Contractor shall be responsible for all HAZWASTE clean-up and must be state certified. Contractors will follow 412th CES Infrastructure flight directions located throughout Edwards Air Force Base (EAFB) in accordance with the PWS and all applicable current ANSI Standards.

It is anticipated that the Trash Baler will be a Firm Fixed-Price Purchase Order in accordance with FAR 13.5. The North American Industry Classification System (NAICS) number for this effort is 333998 – Bailing machinery (e.g., paper, scrap metal) manufacturing. The Product Service Code (PSC) for this effort is 4540 – Waste Disposal Equipment.

Capability Statements shall be limited to no more than five pages and shall clearly state the following: Capability in Recycle Baler on a similar scope and scale as Edwards AFB. Offerors who cannot provide historical information for their company regarding Recycle Baler of similar scope/scale should provide corresponding information to show how your company would meet the requirements of the PWS. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements outlined in the PWS.

In addition, provide/answer the following:

(1) Company name, address, point(s) of contact, title, telephone number, fax number, email address, Cage Code and SAM UEI number;

(2) Company's business size, to include number of employees;

(3) Company's socioeconomic status to include, but not limited to: 8(a), SDB, and WOSB, SDVOSB.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quote (RFQ); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Any future solicitation will be made available only on https://sam.gov/ Contract Opportunities. Therefore, interested parties are solely responsible for monitoring the website for the release of a solicitation package and/or any updates to include amendments.
