Description

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation Number: F1SEAH3235A001, please provide the full solicitation number on all packages.



Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Edwards AFB CA 93524.



Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.



This solicitation is issued as a request for quotation (RFQ).



(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, DFARS Change 20230720 and AFAC 2023-0707.



(iv) This requirement will be a total small business set aside. The North American Industry Classification System (NAICS) number for this acquisition is 337920, with a size standard of 1000 Employees.

(vi) Description of requirements for the items to be acquired.



The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB), CA has a requirement for the purchase and installation of window coverings and tints. Window coverings and tints will need to be installed for all windows in BLDG 2800.

(ix) The provision at 52.212-2, Evaluation - Commercial Items (Nov 2021) applies to this acquisition.



ADDENDUM to 52.212-2, Evaluation – Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.



The following factors shall be used to evaluate offers:



Technical and past performance, when combined, are equal to price.



(b) Options. (If applicable) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).



(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
