Description

The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for the acquisition of Giant Garter Snake (GGS) Mitigation Bank Credits.



The US Army Corps of Engineers, Sacramento District, intends to negotiate on a sole source basis with Westervelt Ecological Services under the authority of FAR 13.106-l(b)(l)(i), Soliciting from a Single Source. A sole source justification for the purchase of 6.30 delta smelt, 8 VELB, 16.08 GGS credits, and 1.01 salmonids/green sturgeon credits has been prepared in support of this acquisition. US Fish and Wildlife Service requires that credits must be purchased within the same general area (bank service area) of the original construction impacts. This limits the choices and availability of credits. In this case, only one mitigation bank is located within the appropriate area and has GGS credit availability. Each mitigation bank has a select service area, defined by the USFWS, and credits must be purchased from a bank whose service area includes the location affected by construction.



This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition. Responses should include the firm's Unique Entity Identifier (UEI) and Tax Identification Number (TIN). Firms should identify business size (small business, other than small business, etc.) in accordance with the size standard for NAICS Code 813312, Environment, Conservation, and Wildlife Organizations, which is $17 million. The PSC for this action is F099, Natural Resources Conservation- Other.
