The Naval Sea Systems Command (NAVSEA) intends to use other than full and open competition to award a modification to existing contract N00024-20-C-4315 with Oceaneering International, Incorporated (OII) at Naval Base Coronado, San Diego, CA. The contract modification will increase the labor hour ceiling as well as increase material and travel costs directly impacting the overall completion of the Submarine Rescue Operations and Maintenance Contractor (SROMC) effort.
This increase will provide supplemental support services required for the U.S. Navy's domestic and international submarine rescue program. Specifically, this effort encompasses the operation and maintenance (O&M) support services for the submarine rescue systems that perform rescue operations worldwide during distressed submarine (DISSUB) rescue events, training/exercise, operations domestic and international, equipment certification, and Operational Readiness Evaluations (ORE). The SROMC is responsible for: maintaining all systems in a constant high state of readiness; and providing appropriate and sufficient personnel and services necessary for the engineering, management, technical and logistic support, mobilization, deployment, operation, storage, and repair and maintenance of the Submarine Rescue System (SRS) on a 24-hour-per-day, 7-day-a week basis. The Period of Performance (PoP) for this contract remains the same, ending 9 September 2025 if all options are exercised.
The proposed contract actions described in this notice will be executed on a sole-source basis pursuant to the authority of 10 U.S.C. 3204(a)(1), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. However, NAVSEA encourages interested parties to monitor SAM.gov for potential future requirements to support submarine rescue operations and maintenance.
